To understand how Illinois is prioritizing young children, it is important to look at monetary investment. The purpose of the Illinois Risk and Reach Fiscal Scan is to examine the expenditures on those publicly funded programs and services that serve young children and their families.
This report covers expenditure and appropriation data from Fiscal Year 2018 through Fiscal Year 2021 as detailed in budget documents from the Illinois Governor’s Office of Management and Budget (GOMB) as well as state agencies. Local data from a county, city, school district or park district are not included.
Within the total Illinois Operating Budget for Fiscal Year 2019 ($66.063 billion), and with the designated line items for this report, the state spent 5.5% on families with young children five and under. This includes all funds appropriated by the State from both federal and state sources of revenue.
